华社领袖被装到“关丹中华”山鸡笼。

真没想到当年国阵的老豆联盟用来装华社支持将华文中学改制为国民型中学的山鸡笼放了几十年生锈了还能用来装“中华独中”的一批傻山鸡。

这批傻山鸡被装到后不是大家想办法解结问题，而是在那山鸡笼里骂架喊来喊去。一批喊“这不是独中”。另一批喊“谁讲不是独中”？。一批喊“不是独中不能参加统考”。另一批喊“谁讲不能考”？。

我说“你们喊条令棍呀”。都给我静静的听我说，再吵就立刻把你们宰了煮咖里。
是不是独中是由你这些傻山鸡讲的吗 ? 是1996年的教育法令讲的。

1996 年的教育法令第 2节说《“private school” or “private educational institution” means a school or an educational institution which is not a government or government-aided school or educational institution》。

请注意《is not a government or government-aided school or educational institution》。

请问关丹那间“中华中学”是一间政府学校或是政府“资助”的学校吗 ？？？？

假如不是政府学校或政府资助学校，关丹中华独中便是一间“私立学校”，即是“是一间独中”。吵什么令棍 ？？？？

能否参加“统考”是统考的章程的问题，也不是由你们这些傻山鸡讲的。因为统考不是公共考试，除了某些人可以参加有关考试，外人是不可以参加。

我国1996年的教育法令第69条文第(1)节说《 Subject to subsection (4), no person or educational institution shall conduct, permit or  cause to be held or conducted, or be in any manner concerned in the holding or conducting of, any examination for any pupil of an educational institution or for any private candidate without the prior written approval of the Director of Examinations》。

这1996年的教育法令第69条文第(4)节《 Subsection (1) shall not apply to—

(a) a body or syndicate established to manage and conduct examinations under paragraph 68(e);

(b) the Malaysian Examinations Council established under the Malaysian Examinations Council Act 1980 [Act 225]; and

(c) an educational institution which conducts its own examination, test or other forms of assessment for the purpose of assessing its own pupils》。

统考是1996年的教育法令第69条文第(4)（c）节说的《 an educational institution which conducts its own examination, test or other forms of assessment for the purpose of assessing its own pupils》。

这也就是说，统考是学校的“内部”考试。而这种内部考试，只准校内学生参加或由多间学校连合出题让有关学校的学生参加。

假如关丹中华中学是一间独中而且教学方式和组织统考的60间独中的水准也是一样，当然应该也可以让他们的学生参加才对。

可是，关丹这间中华独中没错是一间独中。但是教学方式是32制，即是3年初中，2年高中。目前60所独中是33制，即是3年初中3年高中。这种教学制度是早期保留下来的。

由于这是“老古董”制度，也只是华社的独中用，政府官员假死只懂32制的3年初中，2年高中。所以便批准了32制的私立中学一间给你们啰。

那些喊关丹中华不是独中是因为独中的教学媒介语是华文，这间的教学媒介语是国语。这便是华社的草包领袖走进山鸡笼里还不知道怎么样走了进去。

华社领袖对政府的行政了解是“零蛋”。为了阻止你们用华语为媒介语，令伯批准一间全新的独中给你。然后动用1948年及1967年的诠释法令（往后简称“有关法令”）例入“批准条件”，教学媒介语必须是国语。

假如是批准中华独中分校，这样的条件就变成不合理。因为吉隆坡中华独中的教学媒介语是华语。没理由一间学校两种媒介语。

只要批准的条件不合理，申请者是可以到法庭提出挑战。为了避免受到挑战。令伯批准一间新的“私立中学给你”，让你们高兴到喊“谢主龙恩”。

这些华社傻山鸡是被有关法令第40条文第（2）节(b)段的《 power to grant a licence, permit, authority, approval or exemption includes power to impose conditions subject to which the licence, permit, authority, approval or exemption is granted》。
 
好了，你们这些被山鸡笼装到的山鸡假如不服气可以在山鸡打过。那山鸡笼放了几十年生锈是免不了。不过，还是很耐的。你们尽管在里面拼过。
